An Energy Statement is required to support most planning applications for new build developments, to illustrate the proposed strategy to meet Local Authority CO₂ reduction requirements.

The Energy Statement should include the results of experimental SAP Modelling, Energy Hierarchy Calculations to show the benefit of fabric, heating and renewable energy provisions and an assessment of the most suitable renewable energy technologies to be used where applicable.

Many Local Authorities set CO₂ reduction targets which for Authorities outside London can be up to a 19% reduction over current Building Regulation Approved Document L requirements. Local Authorities within London must adhere to the London Plan which for most developments requires a 35% reduction in CO₂ and often also stipulates a 20% reduction in CO₂ purely by the use of renewable energy.

Where an Energy Statement is not required at Planning Stage, a Statement 25A will be required by Building Control to demonstrate compliance with ADL1A.
